What Does This Mean for Me?

At Monarch, we understand that insurance can be a bit confusing sometimes, but we’re here to make things as easy as possible for you. We wanted to let you know that our premium falls within 20% of your current policy, including any surcharges and assessments. Due to recent legislative changes, your policy is no longer eligible to remain on Citizens. But don’t worry, Monarch has been approved by the OIR to assist with the depopulation of Citizens, and we’re here to help you every step of the way. The best part is since this is a depopulation, your new policy won’t be subject to our new business underwriting process. So you can rest easy knowing you won’t have to jump through any extra hoops.

We highly recommend moving forward with our assumption of the policy, effective June 20th, for the best possible coverage and peace of mind. However, if you prefer to pursue a different private insurance company, that’s totally fine too. Just make sure to complete the process before June 20th to avoid any gaps in coverage. We’ve even gone the extra mile to remove the underwriting restrictions as a courtesy for you, but please keep in mind that other carriers will have their own new business underwriting guidelines to follow. Why is the Depop Happening?

The new bill affects people who have insurance policies with Citizens, a Florida insurance company. If you have a residential policy with Citizens and it’s time for renewal or you’re getting a new policy, you may no longer be eligible for coverage if another company offers you a similar policy for a price that’s only up to 20% higher than what you’re paying with Citizens.

This is to make sure that Citizens is not competing with other insurance companies. You can read more about this bill from the Florida Senate's website linked below.

  • What Do I Need to Do?
    Nothing! We’ve got you covered. Your policy will automatically renew as it has in the past.
  • Can I Change My Coverage?
    Yes. Monarch offers comprehensive coverage options. You should have received a Coverage Comparison Worksheet. Contact your agent to discuss your coverage options. You can update your coverage with Monarch upon renewal.
  • Can I My DP Policy Have Replacement Cost?
    All DP policies are now eligible for Replacement Cost on the dwelling with a simple signed request. (Additional premium applies.)
  • Can I Decide to Stay with Citizens?
    No. If a policyholder receives a renewal or take-out offer from an authorized insurance company that’s within 20% of the Citizens premium, inclusive of Citizens surcharges and assessments, the policyholder is ineligible to remain in Citizens.
  • Is Monarch Financially Stable?
    Yes! Monarch earned a Demotech A Exceptional Financial Stability Rating, which was reaffirmed in December 2025.
  • Will Monarch Send My Insurance Documents?
    Your insurance documents will come directly from Monarch upon renewal.

  • With my new limited-service agreement, will I be able to place new business with Monarch?
    We are always looking for exceptional partners! Under the limited agreement, no new business can be placed but the agreement gives us the opportunity to know each other better and determine if it’s a good fit for both of us.
  • Will Monarch pay the same commission as Citizens?
    We offer a competitive commission structure that exceeds the current commission paid by Citizens.
  • What action does the insured need to take?
    No action is required by the insured.
  • Who will send my Limited-Service Agreement document?
    Your agreement will come directly from DocuSign. DocuSign is a third-party tool we use. It allows you to securely sign and return documents. The DocuSign agreement will come from a strange-looking email: DocuSign NA4 System dse_NA4@docusign.net
  • What if I don’t see my agreement?
    Since the email is unique (dse_NA4@docusign.net) and may not be in your contacts, it may be in your junk or spam folder.
  • How do I fill out my agreement?
    To review, click the YELLOW “Review Documents” button. After you click the review button, the agreement will appear. A blue pop-up will appear at the top of the document. Please click the box that says, “I agree to use electronic records and signatures and then click the YELLOW “continue” button. Once you select continue, a box will appear saying start. Click the start button. You can modify/correct the address listed at the top of the document. After you make any necessary changes, they populate into the agreement automatically. Keep scrolling to the last page of the agreement document. Here you’ll find the signature page. There will be a few boxes to fill out and supply your signature. Once you complete filling out the signature page, a YELLOW FINISH button will appear in the upper left-hand corner of the document. Click on the finish button – and you’re done! You will also receive a finished message, and you will also receive an email with the completed documents.
  • What if I need to send it to someone else for their signature?
    Rather than clicking the finish button, select the other actions drop-down right next to it. Here, click “Assign to someone else.” Enter the “Authorized Agents Name”, “Email address”, and a message for the recipient. Next, click assign.
  • What is the assumption process?
    The initial step is to sign the agreement. Monarch assumes liability for the selected policies on the assumption date.
  • What Happens Once the Policy is Assumed?
    You will continue to receive service for these policies from Citizens until they renew onto Monarch’s paper. Before renewal, you can access the Citizens Policy Center to service these policies. About 45 days before renewal, we will send renewal documents to both agents and insured parties. Once the policy renews, you can make any necessary changes or updates to your coverage on Monarch’s agency portal. (You will not need to access the agency portal until the policy renewal documents are issued.)
  • How do I access my policies once they renew?
    Agents with existing credentials to Monarch’s agent portal will utilize their existing credentials to service the assumed policies. Agents that do not have existing credentials will be provided credentials at least 45 days prior to the insured’s renewal date.
